Once employee assessment submitted, HR should not able to disable or enable " Content Section Title and Description" and "Workflow Settings" related configuration.

Click on Performance Review Cycle Management.
Click on the PMS cycle.
Submit the EMployee Assessment
Check in HR Admin "Content Section Titles and Description.", HR cannot change any configuration once employee assessment is completed
Also check in Workflow Setting from " Advanced PMS Configuration", HR cannot change the workflow in mid of the cycle.
