Prevent manager from overriding employee score until assessment is complete

1. Click on Performance Review Cycle Management.
2. Click on the PMS cycle.
3. Click on the Advanced PMS Rating Scale.
4. Enable "Prevent manager from overriding employee score until assessment is complete." The manager cannot provide any score through the progress bar or manual check-in before self-assessment. Employees and managers can communicate through CFR messages.
